Operating and Governance Model

Innovative framework and fresh governance creates waves of real-time value for future Capital works management and risk mitigation.

Reducing Capital works risks and keeping project deliverables on track through a new operating and governance model helped this major Water Authority realise its business potential.

Client need

Managing a portfolio of construction projects and keeping them in check is a major challenge. In particular making sure an appropriate level of governance and oversight is applied to construction projects, based on the degree of risk (including OH&S, cultural, financial and reputational) was of key consideration. The other strategic challenge was being able to manage budgets to avoid both under and overspend of the multi-year capital works plans.

    ___Our approach 


    We developed an operating and governance model to reduce risks associated with managing capital works, and providing real-time information for program and project managers to enable “agile” project management. This involved:

  • Undertaking an enterprise-wide current state assessment to identify “root” causes and gaps in systems architecture.
  • Development of a business architecture and full operating model for capital works.
  • Designing two solution architecture options.
  • Creation of Request for Tender (RFT).

Value delivered

We ultimately recommended a solution encompassing multiple frameworks including PMBOK, P3M3 and various ISO asset management standards. This under-pinned the two options presented to the Water Authority and was leveraged as the business architecture framework for future development.
