Data Management Strategy, Governance & Operating Model

Future-proofing service delivery and meeting stakeholder needs through Data Services transformation.

Delivering a data services transformation that helped this State Roads Authority realise it's potential to future-proof service delivery and better meet stakeholder expectations.   

Client need

As part of their corporate strategy and top 30 corporate priorities, this State Government Transport Authority wanted to transform the operations and capabilities of their Data Services branch, to better meet the needs of its stakeholders, and in anticipation of a more integrated transport system, to be enabled by a broad range of event based and master data sets.

    ___Our Approach 

    In 2019, we were engaged by this authority to undertake a current situation analysis and develop a new information services operating model, and a future strategy, roadmap.  This also included the design of a new operating model for IT.  In undertaking this work, we leveraged a multitude of best practice frameworks including:

  • DAMA DMBOK for data management
  • TOGAF for Enterprise Architecture
  • Data Ops for analytics delivery
  • Product and Service design concepts for developing an operating model.


    We also analysed peer organisations in other jurisdictions including the DMV in California. 

    Our deliverables included the following artefacts:

  • Current State Information Management Maturity Assessment
  • Current State Information Management Architecture
  • Information Management Transformation Roadmap
  • Business Case
  • Executive Roadshow and Presentations of the Roadmap to leadership during the merging of the agency with the Victorian Department of Transport.

Value delivered

Our Data Services operating model was adopted by the agency for the newly amalgamated Department of Transport, and the agency head of Data Services was appointed Chief Data Officer.
