Data Management Current State Assessment

Current state assessment highlights the importance of aligning people and data innovation to realise new strategy benefits.

This newly amalgamated super-sized government department used a comprehensive current state data management assessment to build benefit realisation into their new enterprise-wide data strategy.   

Client need

    This State Government Department was in the midst of a significant digital transformation, triggered by large-scale government changes resulting in the formation of a newly amalgamated super department. A key challenge from a technology standpoint, was to define an enterprise Data Strategy, across what were once separate organisations with their own IT. In the departments own words, the new enterprise Data Strategy needed to position the Department to:

  • Embed a ‘quality-data-driven’, decision-making culture.
  • Utilise appropriate governance models, frameworks and standards (including data quality).
  • Position itself to take advantage of future technology and data-specific trends.
  • Integrate and share valuable datasets within the Department, and externally with other portfolio agencies.
  • Extract maximum value from the Department’s diverse multitudes of datasets for the benefit of all citizens.

    ___Our approach  

    We were engaged to undertake a comprehensive data management and data governance review across the whole organisation. The review was designed to provide the background information needed to inform the enterprise data strategy development.

    The assessment was undertaken via a series of interviews and workshops, as well as a review of relevant documentation. Some focus areas of the assessment included:

  • Measuring the Information Management (IM) maturity level.
  • Department information management requirements.
  • Identifying key stakeholder groups.
  • Information lifecycle.
  • Information discovery & access.
  • Information security & sharing (including Data VIC, VPDSF, Privacy & Data Protection Act).
  • Current data governance standards & policies.
  • Data management organisational groupings.
  • Data governance and data quality issues.
  • Data landscape mapping – defining the enterprise data domains and constituent subject areas.

Value delivered

We delivered a comprehensive current state assessment, including a view of the data landscape across key organisational groups, whole of Government data standards compliance, master and metadata management, data quality management, and organisation culture. The assessment articulated the key capability gaps and made recommendations for their alignment. The Department incorporated the majority of these recommendations in their Data Strategy.

We were subsequently re-engaged by the Department to ensure the integration of a major SaaS solution was undertaken in a manner consistent with the long term objectives of the Data Strategy.
