Helping a state agricultural agency realise its potential through a future state enterprise architecture.

Client need

This government agency responsible for Agriculture across the state, needed to determine the shape of its future technology platform to support all facets of biosecurity service delivery including compliance, case management, threat and risk analysis, online services, emergency response capability, industry accreditation, and a large number of specific business unit models.

The agency desired a modern, integrated software development/technology platform to accommodate its technology solution delivery capabilities going forward, given anticipated increases in data volumes and business systems expected over coming years.

___Our approach

This Agriculture agency engaged us to produce two enterprise architecture documents (As-Is and Could-Be), a future platform options paper, and assist with the business case development. The scope included technology infrastructure and business systems supporting the delivery of biosecurity regulatory services, whilst depicting only connections to department-wide corporate systems (including human resources, finance, CRM).  

We undertook a comprehensive current state assessment to develop the As-is architecture, which included a review of all related technology strategies (including from the parent Department), as well as a fully detailed articulation of platform, application, infrastructure, network and security architectures. Their associated operating model, including funding model, was also assessed.

Following on from the current state assessment (As-Is architecture), a future state (Could-Be) architecture was developed covering business applications, information management, data analytics, infrastructure and security. A supporting methodology (DevOps and Agile) was described in detail.

Value delivered

Based on the detailed current state and future state architectures, we developed a solution options paper to explore pathways for providing the functionality required. Options were evaluated in detail and a recommendation made. We also assisted in the development of a detailed business case for the recommended options.
The Strengthening Victoria’s Biosecurity Systems (SVBS) – Establishment of a Future Technology Platform is now well underway. Clearly articulating the future technology platform and supporting operating model the enterprise architecture we developed resulted in this agency confidently investing in the technology required.
